اﻻردن -مركز عمان لدراسات حقوق الإنسان- الفجرنيوز:اصدر مركز عمان مركز عمان لدراسات حقوق الإنسان هذا اﻻسبوع دراستين لهما اهمية خاصة في اﻻردن احداهما تقرير حول الاطفال اللقطاء "مجهولي النسب" تعرض للقضية من الناحية الدينية والقانونية اﻻردن ======== دراسات حقوقية اصدر مركز عمان مركز عمان لدراسات حقوق الإنسان هذا اﻻسبوع دراستين لهما اهمية خاصة في اﻻردن احداهما تقرير حول الاطفال اللقطاء "مجهولي النسب" تعرض للقضية من الناحية الدينية والقانونية وأوضح التقرير النتائج الخطيرة لهذه الظاهرة وتأثيرها الكبير على المجتمع ككل وعلي هذه الشريحة التي يفترض أنها تمثل أجيال المستقبل علي وجه الخصوص حيث ستزيد نسبة الإنحراف والأمراض والإستغلال الجسدي والجنسي وارجع التقرير هذه الظاهرة الي عوامل الفقر والحالة الاقتصادية المتردية بالإضافة إلى المشاكل الأسرية والتفكك الأسري وإرتفاع نسب الطلاق وإعاقة تيسير الزواج وضعف الوازع الديني وتخلي الأسرة والمدرسة والجامعة عن أدوارهم في التربية. واما الدراسة الثانية فهي دراسة قانونية وحقوقية حول قانون المالكين والمستأجرين الأردني وقد خلصت الدراسة الي توصية بضرورة تعديل قانون المالكين والمستأجرين الحالي. على أن يتركز كل جهد للتعديل على تجنب خلق وضع من التشرد وبقاء الناس بلا مسكن على نطاق واسع, وإن إلغاء عقود الإيجار بشكل واسع وتشريد الناس هو أمر مخالف لالتزامات الأردن بموجب القانون العالمي لحقوق الإنسان المصادر مركز عمان لدراسات حقوق الإنسان
========================== البحرين ======== نداء لتحرك عاجل قبل صدور الاحكام التعسفية في 13 يوليو وجهت كل من لجنة اهالي المعتقلين, ومركز البحرين لحقوق الانسان, وجمعية شباب البحرين لحقوق الإنسان نداء للتحرك العاجل من اجل اطلاق سراح المعتقلين علي خلفية اﻻشتراك في مسيرة ضحايا التعذيب وقتل فيهاالمواطن علي جاسم (30 عاما) علي يد اﻻمن, يدعو النداء الي اسقاط التهم الموجهة ضد المعتقلين, خاصة وقد اثبتت الاحكام التي صدرت في الشهور الاخيرة في قضايا مشابهة بأن السلطة تتجه نحو التشدد في الاحكام. قصور في تعديلات قانون الصحافة توجهت مراسلون بلا حدود في 26 يونيو 2008, بكتاب إلى وزير الإعلام البحريني عبّرت فيه عن قلقها إزاء قصورتعديلات قانون الصحافة التي رفعتها الحكومة في مايو الماضي إلى البرلمان الذي يفترض به دراستها في خلال جلسته المقبلة بدءاً من شهر أكتوبر, فلا يزال الصحفيين البحرينيين معرّضين للسجن بسبب كتاباتهم كما لا تزال القرارات الإدارية التي تسمح بإقفال المواقع الإلكترونية نافذة المصادر مركز البحرين لحقوق الإنسان مراسلون بلا حدود ========================== تونس ======== نداء من اجل فتح تحقيق دولي في ملابسات " مجزرة سجن صيدنايا " السوري عبرت الجمعية الدولية لمساندة المساجين السياسيين التونسية عن بالغ صدمتها و استنكارها لاستعمال الرصاص الحي لمواجهة الاحتجاجات السلمية للمعتقلين العزّل في سجن " صيدنايا " بسوريا و التي أسفرت عن مصرع 25 سجينا سياسيا برصاص قوات أمن قامت باقتحام السجن ردا على احتجاج المعتقلين على ما يتعرضون له من إهانات و سوء معاملة. المصادر الجمعية الدولية لمساندة المساجين السياسيين
========================== السعودية ======== وكأنني لست إنسانة توظف البيوت السعودية ما يُقدر ب 1.5 مليون عاملة منازل، وهن بالأساس من أندونيسيا وسريلانكا والفلبين ونيبال. وتوجد أعداد أقل من بلدان أخرى أفريقية وآسيوية, وتعاني عاملات المنازل الإفراط في العمل الذي يصل الي 18 ساعة يومياً طيلة أيام الأسبوع السبعة وعدم تلقي الأجور لفترات تصل الي 10 أعوام في ظل نظام الكفالة التقييدي الذي يربط تأشيرات العاملات المهاجرات بأصحاب عملهن، مما يعني أن بإمكان أصحاب العمل حرمان العاملات من القدرة على تغيير الوظيفة أو مغادرة البلاد. ويستبعد نظام العمل في المملكة عاملات المنازل من مظلة حمايته، مما يحرمهن من الحقوق المكفولة لغيرهن من العمال. المصادر منظمة هيومان رايتس ووتش ========================== السودان ======== ناشط حقوقي يتعرض للتهديد بسبب دفاعه عن المتهمين بالهجوم علي ام درمان قال المحامي ساتي الحاج أحد اعضاء فريق من محامين بارزين في مجال حقوق الانسان طلبوا من المحكمة الدستورية وقف المحاكمات, انه اعتقل من قبل الامن السوداني لمدة سبع ساعات يوم 7 يوليو وأخبروه أن هذا يعد أول واخر تحذير له بأن يتخلى عن القضية وألا يتحدث لوسائل الاعلام. صحيفة هآرتس: دارفور مشكلتنا ايضا في الوقت الذي تغلق فيه الدول العربية ابوابها امام طالبي اللجوء الفارين من نيران المعارك في دارفور اوالقيام بسجنهم تمهيدا لتسليمهم للسلطات السودانية والقيام بتشويه سمعتهم واثارة الرأي العام في البلاد العربية ضدهم, ويصل اﻻمر لحد القتل كما حدث في ميدان مصطفي محمود بالقاهرة او علي الحدود المصرية اﻻسرائيلية, وفي ظل تجاهل تام من اﻻعلام في المنطقة العربية يدور حوار في اسرائيل حول الموقف من طالبي الجوء اﻻفارقة وتقول صحيفة هآرتس انه لا يمكن التهرب من المسئولية عن اللاجئين كما تتهرب منها دول اخري , ولا يمكن ايضا حل مشكلة طالبي اللجوء بغمز المصريين ليقوموا بالعمل القذر من اجل اسرائيل. وتري الصحيفة انه يجب ان يجد اللاجئون من دارفور في اسرائيل بيتا لهم.
========================== سوريا ======== السبت الأسود في سجن صيدنايا وقع عصيان داخل سجن صيدنايا القريب من دمشق صباح السبت 5 يوليو نفذه معتقلون سياسيون حيث قامت عناصر الشرطة العسكرية للسجن معززة بقوة اضافية تقدر بين 300-400 شرطي، وبدأت حملة تفتيش بطريقة استفزازية مهينة تخللتها مشادات كلامية مع المعتقلين السياسيين، ثم فتحت عناصر الشرطة العسكرية النار وقتلوا تسعة معتقلين على الفور مما دفع المعتقلون الي توقيف عدد من افراد الشرطة واتخذوهم رهائن مع مدير السجن وأربع ضباط آخرين وخمسة برتبة مساعد أول، واستسلم جميع من بداخل السجن بعد أسر مدير السجن والضباط، لكن بقية كتيبة الشرطة العسكرية المرابطة حول السجن مع التعزيزات التي وصلتهم قاموا بإطلاق القنابل المسيلة للدموع والقنابل الدخانية داخل السجن فهرب المعتقلون إلى سطح السجن وقد تجاهلت السلطات السورية الموضوع وتكتمت عليه ولم أي تصدر بيان توضح ما يحصل في سجن صيدنايا العسكري الذي يوجد فيه زهاء 3000 معتقلاً سياسياً. المصادر اللجنة السورية لحقوق الانسان المرصد السوري لحقوق الإنسان المنظمة العربية لحقوق الإنسان في سوريا لجان الدفاع عن الحريات الديمقراطية وحقوق الإنسان في سوريا

========================== الكويت ======== اللجوء إلى قضاة متخصصين ضمانةً إضافية للصحفيين تعد الكويت الدولة الخليجية الأولى التي ألغت العقوبات من جنح الصحافة, إلا أن إلغاء العقوبات من جنح الصحافة لا يزال تدبيراً محدوداً لأن القانون الجديد يشمل عدة استثناءات, وعدد الشكاوى المرفوعة ضد المحترفين الإعلاميين في الكويت في ارتفاع مستمر منذ التصويت على تعديل قانون الصحافة الذي أبعد تهديد سجن الصحافيين ولكنه فرض عقوبات مرتفعة جداً. ففي 28 مايو 2008، حكم على فؤاد الهاشم من الصحيفة الكويتية الوطن بتسديد غرامة وقدرها 22000 يورو تقريباً كتعويض إثر رفع رئيس الوزراء القطري الشيخ حمد بن جاسم آل ثاني ثلاث شكاوى ضده متهماً إياه بتشويه صورته في مقالاته التي تتناول علاقاته مع دولة إسرائيل, وفي قضية أخرى، رفع الداعية الإسلامي حامد العلي شكوى التشهير ضد مراسل فضائية العربية سعد العجمي بعد بث حلقة من برنامج "صناعة الموت" في الأول من فبراير بعنوان "قصة القاعدة في الكويت". كما رفع النائب علي الرشيد دعوى تشهير ضد أحمد عبد الرحمن الكوس الذي يعمل كمراسل لصحيفة الوطن مطالباً بتعويض يبلغ 100000 دينار (ما يعادل 18 عام يواجهون الإعدام والكف عن توقيع عقوبة الإعدام بالنسبة للجرائم التي يرتكبها الأحداث –والتمسك بواجبها الدولي في تطبيق الحظر المطلق المفروض على توقيع عقوبة الإعدام في هذه الحالات. ويذكر ان ايران قد أعدمت (إيران محمد حسن زادة) البالغ من العمر 16 عاماً، وهو كردي إيراني، في 10 يونيو 2008 بسبب جريمة ارتكبها عندما كان عمره 14 عاماً. ويتعرض أربعة أحداث آخرون لخطر الإعدام خلال شهر يوليو. وقد دعت Each of the Detainees Relatives Committee, Bahrain Center for human Rights, and the Bahrain Youth Association for Human Rights directed the call of urgent action for release of the detainees on the background of the torture victim demonstration, in which the citizen Ali Jasim (30 yr-old) was killed by the security forces. Plus other fewer numbers from some Asian and African countries, the housemaids suffers an excessive workload and lengthy working hours may reach 18 hours a day, for seven days a week, unpaid salaries of up to 10 years under the Saudi Arabia's restrictive kafala (sponsorship) system that bonds the migrants helpers to their employers, what means the latter are able to deprive the maids from the ability to transfer employment or leave the country. The work system in Saudi excludes the house maids from its protection, what deprives them from rights guaranteed for other laborers. Haaretz Newspaper: Darfur is Our Problem Too In the time that the Arab states close their doors to asylum seekers who flee the battles fires in Darfur, or taking them to jail before surrendering them to the Sudanese authorities, and defaming their reputation as well as inciting the public opinion in the Arab countries against them, the matter could reach murder also, as what happened in Mustafa Mahmoud Square in Cairo, or at the Egyptian-Israeli borders, in the shade of complete ignorance by the media in the Arab area, a dialogue is being run in Israel about the position from the African asylum seekers. Sources Ifham Darfur website ========================== Syria ======== The Black Saturday in Saydnaya Prison A strike took place inside Saydnaya near Damascus Saturday morning 5 July, carried out by political prisoners, where the military police elements supported by an additional force of estimated 300-400 soldiers, launched an inspection campaign offensively and provocatively, broken by verbal altercation with the political prisoners, then the military police opened fires and killed 9 prisoners at once, what pushed the prisoners to withhold some of the police personnel as hostages along with the prison manager and four other officers, as well as five of first assistant rankers, all inside the prison had given up after the prison manager and officers capitation, but the rest of the police military battalion stationed around the prison and the joint reinforcements released tear gas and smoke grenades inside the prison, what force the prisoners to escape to the prison surface. The Syrian authorities ignored the issue, and kept it confidentially, released no statement to shed light on what happened in Saydnaya military prison where there are up to 3000 political prisoners. The protection guards of the Iraqi Vice President expelled the journalist Adnan El Jaf the correspondent of Al Horrya Channel Kirkuk from the premises of Kirkuk governorate, and threatened him with death during coverage of a press conference of the Iraqi Vice President. In a third incident the Journalist Yousif Abu Jabal, the director of Assalam (Peace) TV Channel, and his cameraman were subject to assault by the guards of Al Anbar governor on 6 July, while they were conducting an interview with the governor, despite showing the journalist ID. On 28 May 2008 a sentence of a fine equivalent to 22000 Euro approximately, was handed to Fouad Al Hashim, from the Kuwaiti newspaper Al Watan (The Homeland), as a compensation following to three claims filed by the Qatari Prime Minster Al Sheikh Hamad ben Jasim Al Thani, accusing him of defaming his image in the articles addressed his relationship with Israel State. In another case, the Islamic preacher Hamid Al Ali had also filed a claim of defamation against Saad Al Ajami, an Arabic satellite channel correspondent, following to an episode of the “ Death Industry” show on the first of February entitled: “ Al Qaida Story in Kuwait”. The deputy Ali Al Rasheed, had also filed a defamation lawsuit against Ahmed Abd El Rahman Al Kous, who works as correspondent for Al Watan newspaper, demanding a compensation of 10000 Dinar, equivalent to 238000 Euros. Sources Reporters without Borders ========================== Egypt ======== The Mass Killing Operations in Saydnaya Prison Must Stop Immediately The Massacre of black Saturday in Saydnaya prison was one of the grievances of the human rights organizations in Egypt, where the Cairo Institute for Human Rights Studies expressed his extreme concern toward the incidents ongoing in Saydnaya prison, and the siege imposed by the Syrian security forces, heavily armed, since 5 July, as well as the death fall estimated 25 dead, and dozens of wounded prisoners. The Institute urged the UN Special Rapporteur on extrajudicial, summary or arbitrary executions, as it urged the UN Special Rapporteur on Torture to immediate intervention, and urged the Syrian government to avoid the fall of more victims, and to comply with its international obligations according to the international covenant on political and civil rights of 1966. The Institute called on the leaders of the Union for Mediterranean- who will meet up in Paris on 13th of July 2008 with participation of the Syrian President Bashar al –Assad- to take a firm stand from this massacre, and bringing an end to it. The Release of the Writer Abd Al Khaliq Farouq While Kamal Murad Faces Imprisonment The Military Prosecutor General decided to release the journalist writer Abd Al Khaliq Farouq on 8 July, after an investigation last in 2 hours and 30 minutes in the case no. 14 for the year 2008(administrative), while the Kamal Murad, the journalist of Al Fajr newspaper faces the imprisonment to terms of 6months to 3 years for the offenses: “identity theft” and “violent behavior against security cases”, “violence promotion”, and “defamation” in a reaction revenge for photographing the police forces while beating the farmers so as to force them to sign lease contracts. In the first of kind precedent in Yemeni republic history, the held the ruling session in the case of the comedian Fahd Al Qarani at 6:30 AM before the office hours that starts at 8:00 AM. Iran executed 16-year-old Mohammad Hassanzadeh, an Iranian Kurd on June 10, 2008 for a crime committed when he was 14. Four other juvenile offenders are at risk of execution throughout July. The organizations called the head of Iran judiciary to suspend these four executions immediately.
