القاهرة في 15 ابريل 2008-الفجرنيوز:قالت الشبكة العربية لمعلومات حقوق الإنسان اليوم ، أن القانون الجديد الذي أصدرته الحكومة الكويتية منذ أيام والذي يهدر حق تنظيم الاجتماعات أو التظاهرات ويقيدها بشروط صعبة وموافقة وزارة الداخلية ، يعد انتهاكا واضحا لحق أصيل أقرته المحكمة الدستورية الكويتية منذ عامين ، حين أكدت على أنه لا يجوز الافتئات على حق التجمع السلمي للمواطنين الكويتيين. ويأتي صدور هذا القانون الجديد وفي ظل عدم وجود برلمان كويتي – حيث تم حله في 17 مارس الماضي- مثيرا للشك سواء توقيته ، أو أسبابه ، لاسيما وأن البرلمان الجديد سوف يتم انتخابه بعد حوالي شهر واحد ، في السابع عشر من مايو القادم ، بالإضافة إلى أن الفترة الحالية بدأت تشهد نشاطا واضحا استعدادا لهذه الانتخابات البرلمانية القادمة. وقال جمال عيد المدير التنفيذي للشبكة العربية لمعلومات حقوق الإنسان " هذا القانون صدر خلسة ، والقوانين التي تدعم الديمقراطية لا تصدر بهذه الطريقة ، إنه قانون ضد حرية التجمع وضد حق المواطنين في التعبير عن أرائهم". وطالبت الشبكة العربية لمعلومات حقوق الإنسان ، الحكومة الكويتية بأن تسحب هذا القانون وتتراجع عنه ، حتى لا يصبح بداية لصراع حاد بين الحكومة الكويتية والبرلمان المتوقع انتخابه قريبا ، فضلا عما يمثله هذا القانون كخطوة أخرى في طريق الضرب بالحريات العامة في الكويت. http://www.hrinfo.net/press/2008/pr0415.shtml
Kuwait: the law prohibits public gatherings restricts freedom of expression Cairo, April 15, 2008, Arabic Network for Human Rights Information stated today that the new law issued by Kuwaiti government few days ago which infringes the right of organizing gatherings or peaceful protests and restricts it, is using tough conditions. Ministry of interior approved the law and this can be considered as a clear violation of the proper right announced by the Kuwaiti constitutional court two years ago. The court assured that it is not appropriate to be at odds in regards to the right of peaceful gathering of Kuwaiti citizens. This new law comes with the absence of Kuwaiti parliament which had broken up on last March 17. So this new law timing and reasons raise doubts as the new parliament shall be elected after one month (on next May 17). In addition, there is an obvious activity in the current time to prepare for the upcoming parliamentary elections. Gamal Eid the Executive Director of Arabic Network for Human Rights Information said "This law was enacted by stealth! The laws support democracy cannot be issued in this way. This law stands against freedom of gathering and expression".
