القاهرة 22 يونيو 2008 الفجرنيوز:تقدمت أمس ثلاثة مؤسسات حقوقية هي "الشبكة العربية لمعلومات حقوق الإنسان ،المجلس العربي لدعم المحاكم العادلة ، مركز هشام مبارك للقانون" ببلاغ للنائب العام تطالب بإجراء تحقيق في واقعة اعتداء ثلاثة ضباط شرطة يتبعون مركز الرحمانية بمحافظة البحيرة بالدلتا على كمال مراد الصحفي بجريدة الفجر بالضرب والسب والاستيلاء على أوراقه الخاصة وشريحة الذاكرة في تليفونه المحمول ، عقب كشفه لواقعة استغلال نفوذ ، بطلها أحد التجار وأبنيه ضابطي الشرطة. وكان بعض ضباط الشرطة في قد ألقوا القبض على كمال مراد يوم الثلاثاء الماضي 17يونيو عقب إجراءه لتحقيق صحفي مع بعض الفلاحين في عزبة محرم التابعة لمركز الرحمانية بالبحيرة ، بسبب خوفهم من الصور التي استطاع التقاطها لهم وهم يضربون عدد من الفلاحين ويجبرونهم على توقيع عقود إيجار مع أحد ملاك الأراضي هناك مجاملة لأصدقائهم من ضباط الشرطة أبناء هذا المالك ، وقام ضباط الشرطة بالاعتداء على مراد بالضرب والسب وتهديده بالسجن وهو ما حدث بالفعل. حيث فوجئ مراد بعد احتجازه بنحو ثلاثة ساعات بأنه متهم بالاعتداء على ضباط الشرطة وتحريض الفلاحين على قوات الأمن !!. و فيما يعد انتقاما من كمال مراد بسبب دوره في قضية التعذيب الشهير والمعروفة بقضية "عماد الكبير" ، حيث كان هو الصحفي الذي نشر عن واقعة تعذيب السائق عماد الكبير على يد الضابط المحكوم عليه بثلاثة سنوات سجن إسلام نبيه ،حيث قام العديد من الضباط بالاعتداء عليه مرة أخرى أمام مقر نيابة الرحمانية وتبعا لما قاله مراد فقد قال له أحدهم " أنت اللي حبست الضابط 3 سنوات ، سوف ترى" ورغم إفراج النيابة العامة عن مراد فقد قام الضباط بالاستيلاء على شريحة الذاكرة بتليفون مراد والتي تتضمن صورا للضباط يعتدون على الفلاحين و ولائم ضخمة من الطعام قدمها مالك الأرض للضباط الذين حضروا لقمع الفلاحين مجاملة لأبنائه ضابطي الشرطة ، فضلا عن أوراقه الخاصة والتي تضم أيضا ووفقا لما ذكره مراد للمؤسسات الحقوقية مسودة التحقيق الذي أجراه مع الفلاحين وأقوالهم . وفي البلاغ الذي تقدم به الأستاذ عبدالجواد أحمد المحامي ومدير المجلس العربي للمحاكمة العادلة للنائب العام ، والذي حمل رقم 11167 لسنة 2008، فقد إتهم مراد والمؤسسات الحقوقية الثلاثة كل من : الضابط / محمد بدراوي . الضابط / عمرو علام . الضابط / محمد بسيوني . و قد قام النائب العام المساعد بإرسال البلاغ للنيابة المختصة في مدينة دمنهور عاصمة البحيرة لاتخاذ اللازم. وقال جمال عيد المدير التنفيذي للشبكة العربية لمعلومات حقوق الإنسان ANHRI.NET " اعتداء ضباط الشرطة بهذا الشكل الوحشي على كمال مراد يؤكد رغبتهم في الانتقام من صحفي شجاع ، فجر قضية تعذيب كبرى في مصر ونجح مع المدونين المصريين في الإيقاع بالضابط إسلام نبيه . والكرة الآن في ملعب وزير الداخلية الذي يجب عليه أن يحول تصريحاته الورقية بوقف التعذيب إلى قرارات تلزم هؤلاء الجلادين وتوقفهم عند حدهم". وقد قررت المؤسسات الحقوقية الثلاثة تكوين جبهة للدفاع عن كمال مراد والنيل من هؤلاء الضباط وتقديمهم للمحاكمة ، كخطوة في سبيل وقف ظاهرة الإفلات من العقاب والحد من التعذيب وسوء المعاملة التي بدأت تطال الصحفيين أيضا. الشبكة العربية لمعلومات حقوق الإنسان المجلس العربي لدعم المحاكم العادلة مركز هشام مبارك للقانون http://www.anhri.net/press/2008/pr0622.shtml
Egyptian Journalist Becomes Target of a Brutal Assault for his Role in Counteracting Torture by the Police Kamal Murad Battered for Exposing an Influence Peddling Case Cairo on 22nd June, 2008 Three rights organizations have submitted a petition to the Deputy Minister, yesterday June 21, 2008, demanding an investigation into the brutal assault of journalist, Kamal Murad of Al-Fajr Newspaper by three police officers four days earlier. The police officers, who are from Rahmanya Center in Buhaira Governate in the Delta region, badly beat Murad, verbally insulted him, and seized his private notes and mobile-memory card. This assault and seizure followed Murad's exposure of a influence peddling case involving a local trader and his two police officer sons. The assault took place on Tuesday 17th June, 2008. Murad was arrested after carrying out interviews with peasants in Ezbat Mohram in Rahmanya Center. Murad interviewed peasants and took photos of police personnel beating the peasants in order to force them to sign lease contracts with one of the landlords. The police officers were conducting these beatings as a courtesy to their friends and police colleagues, who are the sons of the mentioned landlord. The police officers beat Murad, insulted him and arrested him. Three hours after his detention, Murad was shocked to be charged with attacking the police officers and inciting the peasants against the security forces. This incident is believed to be revenge for Murad's role in a recent and famous torture case (known as Emad el-Kabir's Case). Murad was the journalist who published the torture story of the Egyptian driver Emad el- Kabir by the police officer Ismal Nabih. Officer Nabih was sentenced to 3 years in prison. Many of the police officers that attacked him while outside the Rahmanya Prosercutor's office, stated to Murad; You will see, O' the one who sent the officer to jail for three years.” Despite being released by the Prosecutor's office, the police officers still have possession of Murad's mobile-memory card which contains the photos of the officers assaulting the peasants, the huge banquets given to the officers by their landlord for their help in quelling the farmers, and his private notes, which include the draft of the interviews he made with the peasants as well as their statements. The petition filed by Mr. Abd al-Gawad Ahmed, advocate and director of the Arab Council for the Support of a Fair Trial, was submitted to the Deputy General under the no. 11167 for the year 2008. The petition included accusations made by Murad and the three rights organizations against each of the three officers: Mohamed Badrawy Amr Allam Mohamed Basiouni The Assistant to the Deputy General has referred the case file to the concerned prosecutor in Damanhur city, the capital of El-Buhaira Governorate to act as required. “The police brutality against Kamal Murad reaffirms their motivation to gain revenge from a brave journalist, who has revealed a major torture case in Egypt, and succeeded in cooperating with Egyptian bloggers to bring the perpetrator-police officer, Islam Nabih, to justice. The ball is the Interior Minister's court now, he must turn his written declaration about ending torture into obligatory decisions to deter perpetrators from exceeding their lines” said Gamal Eid the executive director of the Arabic Network for Human Rights Information “ANHRI.NET”. The three rights organization have established a front to defend Kamal Murad, and bring those officers to court, as a step towards elimination of the impunity phenomenon and limit the torture and ill-treatment which has extended to journalists.
