اﻻردن منظمة هيومان رايتس ووتش الفجرنيوز:ارسلت منظمة هيومن رايتس ووتش خطاب الي رئيس وزراء المملكة الأردنية الهاشمية حول مشروعي قانون الجمعيات الخيرية و الاجتماعات العامة, من أجل حثه على سحب مشروعي القانونين 27 يونيو 2008 - 3 يوليو 2008 اﻻردن ======== مشروعا قانونين يتعارضان مع المعايير الدولية لحقوق الإنسان ارسلت منظمة هيومن رايتس ووتش خطاب الي رئيس وزراء المملكة الأردنية الهاشمية حول مشروعي قانون الجمعيات الخيرية و الاجتماعات العامة, من أجل حثه على سحب مشروعي القانونين لكونهما يتعارضان مع المعايير الدولية لحقوق الإنسان, حيث يتعامل قانون الجمعيات الخيرية مع تلك الجمعيات وكأنها امتداد للحكومة، فيفرض سيطرة حكومية على تأسيس وتمويل وأنشطة الجمعيات، مما يجعل من المستحيل على أي منظمة غير حكومية تسعى للقيام برصد نقدي وتقييمي لسياسات الحكومة أن تحافظ على استقلاليتها. أما مشروع قانون الاجتماعات العامة فيشمل تحسينات بسيطة على القانون المعمول به حاليا، إلا انه ما زال يشترط الموافقة المسبقة من الحاكم الإداري على عقد أي اجتماع. # المصادر منظمة هيومان رايتس ووتش ========================== تونس ======== تصعيد التهديدات ضد نشطاء حقوق اﻻنسان ما زالت الحكومة التونسية تصر علي نهجها في وضع صورة براقة في الخارج وانتهاك كل العهود والمواثيق والتضيق, وتلفيق التهم للنشطاء في الداخل. فعلى إثر مشاركة الأستاذين أنور القوصري و سمير ديلو في الندوة التي انعقدت بباريس و أطلقت فيها منظمة العفو الدولية تقريرها حول انتهاكات حقوق الإنسان بتونس، عمدت الدوائر الأمنية إلى تصعيد تهديداتها بحقهما, حيث تم استدعاء الأستاذ القوصري إلى منطقة الشرطة ببنزرت في 30 يونيو, واتهام سمير ديلو بتشويه سمعة البلاد ونشر أخبار زائفة في الخارج حول أوضاع حقوق الإنسان بتونس. الحكومة تمنع مفوضتي اللجنة الإفريقية من لقاء منظمات المجتمع المدني منعت سلطات اﻻمن التونسية لقاء كان من المقرر انعقاده ظهر يوم 27 يونيو, بين السيدة (ران ألبيني قانز), والمفوضة المقررة الخاصة للجنة الإفريقية لحقوق الإنسان والشعوب المكلفة بالمدافعين عن حقوق الإنسان والسيدة (سوياتا مايقا), المفوضة المقررة الخاصة للجنة الإفريقية المكلفة بحقوق المرأة بممثلي منظمات المجتمع المدني المستقلة في مقر الرابطة التونسية للدفاع عن حقوق الإنسان, وقامت عدادا غفيرة من قوات الأمن بمحاصرة مقر الرابطة ومنعت ممثلي الجمعيات من الدخول إليه. المصادر # الرابطة التونسية للدفاع عن حقوق الإنسان # الجمعية الدولية لمساندة المساجين السياسيين ========================== السودان ======== بيان المجتمع المدني قبيل قمة الاتحاد الأفريقي اعلن المؤتمر القاري الثالث للمواطنين على هامش القمة الأفريقية في شرم الشيخ بيان حول قضايا التمنية واﻻمن في القارة اﻻفريقية, واعلن المؤتمرون عن موقفهم من العديد من القضايا اﻻفريقية, ومنها قضية دارفور والموقف اﻻمني المتدهور, واستمرار عدم تعاون السودان في تسليم المدعى عليهما إلى المحكمة الجنائية الدولية, وحملة اﻻعتقاﻻت منذ هجوم 10 مايو على خلفية اثنية, والمشكلات السياسية في دارفور, وارسل المؤتمر العديد من التوصيات لقادة الدول اﻻفريقية حول تلك القضايا. الاف النازحين يصارعون الجوع والمرض علي بعد كيلومترات من الفاشر باسواقها العامرة علي بعد عشرة كيلومترات فقط من اكشاك سوق الفاشر العامرة بالفاكهة الطازجة والمنازل الحديثة ومطاعم البيتزا, يصارع الاف من نازحي دارفور المقيمين في مخيم زمزم للبقاء علي قيد الحياة ويحاربون المرض والجوع والعصابات. كان النازحون يحصلون علي مساعدات غذائية تمدهم بما يزيد عن الفي سعر حراري يوميا والان يعيشون علي 1400 سعر بعد ان خفضت وكالات المعونة الحصص الغذائية بسبب الهجمات علي قوافل الطعام. حين زار وفد من الاممالمتحدة مخيم زمزم في يونيو شاهد مظاهر البؤس وجها لوجه. طفل يمد يده طلبا للطعام وارملة في الخامسة والثلاثين من عمرها تتحدث عن معاناتها لتوفير الغذاء لاطفالها الثمانية وامرأة تتلعثم وهي تتحدث عن اغتصاب جماعي. ولكن سفير السودان لدي الاممالمتحدة عبد المحمود عبد الحليم يقول ان زمزم مخيم خمس نجوم . ========================== سوريا ======== السلطات تفرض حالة صمت مطبق تحاول السلطات السورية فرض حالة من الصمت المطبق علي كل من تقع يدها عليه في سوريا فبعد خنق امكانية التجمع السلمي والحق في تكوين الجمعيات ومصادرة الجرائد اتجهت السلطات السورية للتنكيل بكل من ينطق مستخدما شبكة اﻻنترنت. فما زال مصير طالب علم الاجتماع في جامعة دمشق همام حداد الموقوف بلا مبرر في 5 مايو 2008 على يد سلطات العاصمة مجهولا ليكون خامس مستخدم للانترنت يتم اعتقاله هذا العام. وفي 29 يونيو 2008، حكم على الناشط في المنظمة الوطنية لحقوق الإنسان محمد بديع دك الباب بالسجن لمدة ستة أشهر لنشره مقالاً على موقع المنظمة بعنوان "دمشق، عاصمة الثقافة العربية؟...". وقد اتهم بالنيل من هيبة الدولة طبقاً للمادة 287 من قانون العقوبات السوري. أما طارق بياسي فقد حكم عليه في 11 مايو 2008 بالسجن لمدة ثلاثة أعوام بموجب المادتين 285 و286 لنشره تعليقاً انتقد فيه الحكومة على أحد المواقع الإلكترونية. وفي 25 يوليو 2007، أصدر وزير الاتصالات عمرو سالم قراراً يقضي بضرورة احتفاظ أصحاب المواقع الإلكترونية البيانات الشخصية لواضعي المقالات والتعليقات لأسباب أمنية المصادر # مراسلون بلا حدود # المرصد السوري لحقوق الإنسان # المنظمة العربية لحقوق الإنسان في سوريا ========================== فلسطين ======== تواصل انتهاكات اﻻحتلال اﻻسرائيلي واصلت قوات الاحتلال اﻻسرائيلية انتهاكاتها لحقوق الإنسان وحرية الرأي والتعبير, والعمل الصحفي في الأراضي الفلسطينية المحتلة. ولم تقف هذه الانتهاكات عند حدود محاصرة الصحفيين والمؤسسات الإعلامية فتجاوزتها إلى القتل العمد والمباشر وتعمد إيقاع الأذى بالصحفين حيث قامت عناصر من الامن الداخلي اﻻسرائيلي (شين بت) في 26 يونيو 2008، بالاعتداء علي الصحفي (محمد عمر المغير), وهو مراسل عدة منشورات أجنبية, وحائزعلي جائزة مارتا جيلهورن للصحافة في لندن, وذلك علي إثر مروره على جسر اللنبي الفاصل بين إسرائيل والأردن, وأجبر على خلع ملابسه كلها ليخضع للتفتيش الجسدي المهين, وتم استجوابه لساعات طويلة حول أسباب تنقلاته في أوروبا, وتم صفعه الي ان فقد الوعي لينقل علي اثره إلى أحد المستشفيات في رام الله قبل أن يتمكن من التوجه إلى غزة بفضل دبلوماسيين هولنديين. في قضية أخرى، تعرّض أربعة صحافيين وفنيين من وكالة الصحافة الفلسطينية أخبار رامتان للاعتقال في 22 يونيو 2008 عند حاجز زعترة بالقرب من نابلس (الضفة الغربية) فيما كانوا يتوجهون إلى نابلس على متن مركبة ترد عليها علامة التلفزيون, وقد تم اﻻفراج عن فني الصوت نبل نبيل والصحفي محمد مربوع بعد ست ساعات من الاعتقال فيما لم يستعد المصور رامي حجاحجة حريته إلا في 29 يونيو. أما فني المونتاج فؤاد الفروخ فلا يزال بين يدي الشرطة الإسرائيلية. المصادر # مراسلون بلا حدود # مركز الميزان لحقوق الإنسان ========================== مصر ======== الفلاحون يواجهون الطرد والتشرد بينما يواجه الصحفيون القضايا والسجن بسبب ارائهم, او تغطيتهم للأحداث تقوم العديد من الجهات بالتعاون مع اجهزة الحكومة المصرية بشن حملة ضد الفلاحين في العديد من المحافظات لطردهم من اراضيهم, وقد القت منظمات حقوق اﻻنسان الضوء علي قيام مباحث مديرية أمن البحيرة في 29 يونيو بالاعتداء على أرض محمد منصور جبريل من قرية سراندو وتقليع مشتل الأرز الموجود بها، والقاء القبض على شقيقه محمود منصور جبريل. كما تواجه 4 آلاف أسرة في قري عزبة الشيخ حسن والمنشية والورشة وكفر محرم التابعة لسنهوا مركز منيا القمح بمحافظة الشرقية التشرد والطرد من أراضيهم ومنازلهم من قبل هيئة اﻻوقاف, رغم أن تلك الأسر قامت منذ عشرات السنين باستئجار هذه الأراضي من الهيئة وقامت بالالتزام بتسديد هذه الإيجارات رغم زيادتها المستمرة. المصادر # فلاحى سراندو # مؤسسة أولاد الأرض لحقوق الإنسان ========================== المغرب ======== تداعيات احداث مدينة سيدي إيفني تداعيات الأحداث المؤسفة التي شهدتها مدينة سيدي إيفني إثر استخدام السلطات للقوة في تفريق التظاهرات السلمية التي نظمها جموع المواطنين للمطالبة بتحسين الأوضاع الاقتصادية وتوفير فرص العمل في 7 يونيو، فضلا عن الإصابات والاعتقالات خلال تفريق المظاهرات, فقد تم أخرها اعتقال الناشط الحقوقي "إبراهيم سبع الليل" المسئول المحلي في المركز المغربي لحقوق الإنسان يوم 27 يونيو . كما شملت هذه التداعيات سحب الاعتماد الصحفي لمدير مكتب الجزيرة في الرباط "حسن الراشدي" وتوجيه اتهامات له و"لإبراهيم سبع الليل" بتهمة نشر خبر زائف والمشاركة في ذلك بعد أن أذاعت قناة الجزيرة خبر وقوع قتلي في أحداث سيدي إيفني نقلا عن ابراهيم سبع الليل. وقد دعت 14 مؤسسة حقوقية مصرية ، لوقف الملاحقة القانونية التي تتعرض لها قناة الجزيرة في المغرب والمركز المغربي لحقوق الإنسان وقالت أن عدم الاكتفاء بنشر الجزيرة للنفي ، والإصرار على محاكمة الراشدي وسبع الليل ، يؤكد عزم الحكومة المغربية على المضي قدما في التراجع النسبي الذي شهدته المغرب في الأعوام السابقة ، وعودة لنهج التعامل البوليسي مع الصحافة ونشطاء حقوق الإنسان. المصادر # 217 Year 5 27 May 2008 - 3 July 2008 Jordan ======== Two Law Bills in Contradiction with the International Standards of the Human Rights Human Rights Watch Organization sent a letter to the prime minister of the Jordanian Hashemite Kingdom , in order to urge him to drop the drafts of both of the Charity Association Law, and Public Meetings Law because both of them are contradictory to the international standards of the human rights, where the Charity Association Law, deals with those association as if it was an extension to the government, imposing a governmental domination on the establishment and sponsorship of the associations' activities, what made it impossible for any nongovernmental organization to maintain its independency while working to conduct a critical and evolutional monitoring on the governmental policies. The Public Meetings Law bill is inclusive to minor amendments on the current enforced law, however, it still require the pre-approval of the administrative governor before holding any meeting. The security agencies had intended to escalate their threats against the two professors Anwar al-Qussary and Samir Dilo, following to thier participation in the symposium held in Paris where the Amnesty International had released its report about the human rights violations in Tunisia. Professor al-Qussary was summoned to the police station of Benzert on 30th June, Samir Dilo was accused of defaming the country reputation, and disseminating false news abroad about the human rights situation in Tunisia. The Government Hinder the African Committee' Commissioners from Meeting with the Civil Society Organizations The Tunisian security forces prevented a meeting supposed to be held on the 27th of June, between Mrs. Ran Albini Fanz, and the special commissioner of the African Committee for Human and Nations' Rights, designated for Human rights Defenders, and the lady Soyata Miga, the Commissioner, of the African Committee Designated for the women rights, from meeting with the independent civil society organizations in the quarter of the Tunisian league for defence of human rights, huge numbers of security forces had seized the league quarters, preventing the representatives of the association from getting in. The conference released many recommendations to the leaders of the African states about those issues. Thousands of Displaced Persons Struggle with Hunger and Sickness, A Few Kilometers Away from Al-Fashir, a Wealthy Market City Only 10 kilometers away from Al-Fashir kiosks full of fresh fruits, modern houses, and pizza restaurants, thousands of Internally Displaced Persons are living in Zamzam Camp, where they are barely surviving, suffering from sickness, hunger and gangs. At one time the IDPs received food relief that provided more than 2000 calories per person on daily basis. Today they are living on a1400 calorie diet after aid agencies reduced the nutritional distributes after the attacks on food caravans. Recently, a UN delegation witnessed the misery of the Zamzam Camp in June. During they visit they came across children begging for food, a 35 year old widow speaking about how she is suffering and struggling to feed her eight children, and a woman describing a gang rape incident. Yet, the Sudanese Ambassador to the United Nations continues to refer to Zamzam as five star camp. ========================== Syria ======== Authorities Impose a Deadly State of Silence Syrian authorities are trying to impose a deadly state of silence on whatever they can possibly to control. The government has prohibited the right to peaceful assembly, the right to establish associations, seized newspapers, and are approaching a total repressing of all of who speak out through the internet. On June 29th, 2008, human rights activist Mohamed Badi' Dak al-Bab, from the National Organization for Human Rights was handed a 6 month prison sentence for publishing an article entitled “Damascus, Arab Cultural Capital?...” He was accused of dwindling the state prestige according to Article 287 of the Syrian penal code. Tarek Al Biasi was sentenced to 3 years in jail under articles 285 and 286 for posting a comment on the internet, in which he criticized the government. On July 25, 2007, the Syrian Minister of Communication, Amr Salim, issued a decree requiring web sites owners to keep the personal information of everyone who authors articles or comments on their web sites for security reasons. These violation are not only limited to seizing journalists and media institutions, but it has also extended to direct murder and harmful acts against journalists, by some elements of the Israeli internal security. On June 26th, 2008, the Israeli “Shin Bet” attacked journalist Muhammad Omer Mughir, who was a correspondent for several foreign publications. He also is the 2008 recipient of the Martha Gellhorn Prize in Journalism. After Muhammad returned from the London ceremony where he received the award, he was assaulted at an Israeli roadblock when crossing Allenby Bridge between Israel and Jordan. Muhammad was forced to undress, was strip searched and humiliated. He was interrogated for hours about his reasons for travelling to Europe. He was beaten until he lost consciousness. Muhammad was eventually taken to a Ramallah hospital, before he was redirected to Gaza with the assistance of Dutch diplomats. On June 22, 2008 four journalists and technicians from the Palestinian Press Agency, Ramtan News, were detained on June 22, 2008 at the Z'atara Barrier, close to Nablus (West Bank), while they were heading to Nablus in a TV vehicle. The audio technician Nubl Nabil and the journalist Mohamed Marbou' were released 6 hours after their detention, while the cameraman Rami Hajahja was not released until June 29th. Fouad al-Froukh is still being held by Israeli Forces. Sources : # Reporters without Borders # Mizan Center for Human Rights ========================== Egypt ======== Peasants Face Expulsion and Displacement While journalists face prosecution and imprisonment for covering events and expressing their opinions, the Egyptian government, collaborating with other bodies, are launching raids against peasants in several governorates in order to expel them out of their lands. Many human rights organizations have shed light on the crackdown committed by these governates. In one case, the security forces of the Al-Beharia governate aggressively went after farmer Mohamed Mansour Gebril, from Sorando village, by destroying his rice seedlings on the farm and by arresting his brother Mahmoud Mansour. Around 4 thousand families living in Ezbat El Shiekh village, Manshia, Warsha, and Kafr Moharam in Sanhua, and Menia al-Kamh center in al- Sharqya governorate, are facing expulsion and displacement by the Awkaf (Islamic Endowments) corporation, although those families were renting these lands for decades, and they were paying the rent regularly despite the continuous increase of the rent rates. Sources : # Sorando Peasants # Awlad-El-Ard Institution for Human Rights ========================== Morocco ======== Consequences of Sidi Ifni Crackdown On June 7th, citizens of Sidi Ifni village in south Morocco organized a peaceful demonstration to demand an improvement to deteriorating economic conditions and to demand the government provide more employment opportunities. The demonstration was violently broken up by police resulting in casualties and arrest. As a consequence, human rights activist Ibrahim Sab'alil the president of the Moroccan Center for Human Rights in Sidi Ifni was arrested on June 27th for making the events known. The events also resulted in the revocation of the Press License of the director of Al Jazeera in Rabat Hassan Al Rashidi. Al Rashid and Sab'alil also of were accused of “participating in and disseminating false news” after Al Jazeera aired the news about deaths that occurred as a result of the brutal crackdown of the Sidi Ifni demonstration. 14 Egyptian rights institutions have banded to demand the discontinuation of the prosecution of Al Jazeera in Morocco and the Moroccan Center for Human Rights. In their joint statement: “Finding Al-Jazeera's retracting of its statements on the Sidi Ifini police crackdown to be unsatisfactory and the persistent prosecution of el-Rashidi and Sab'alil, proves the Moroccan government's intention to continue with the present decline in human rights that Morocco has witnessed in the past few years, and resembles a return to “police- handling” as a means to deal with journalism and Human Rights Activism”. It is completely sarcastic that Qarni is facing two prosecution proceed in same time, one in Sanaa where the case against him is being reviewed in absentia as considered a “fugitive from justice”, while the other takes place in the Court of Taiz city, where he detained in the central prison in the same city. Muhammad was detained, assaulted and interrogated on June 27th upon his return to Gaza after receiving the 2008 Martha Gellhorn Prize for Journalism. The young journalist returned to Gaza from the London ceremony and was subsequently seized and detained by the Israeli Military for several hours. During his detention he was physically assaulted and stripped. “The violations by Israeli Occupation Forces against Palestinians do not stop, and what Muhammed Mughir has been through is only a small example of the media block out and the international complicity of these crimes.” said Gamal Eid the executive director of the Arabic Network for Human Rights Information. ANHRI Demand Ending the Prosecution of Al Jazeera Channel and Human Rights Activists in Morocco The Network with cooperation of the human rights organizations in Egypt had required the Moroccan government to stop the legal prosecution for the offense of “disseminating false news” against Al Jazeera TV station and the human rights activists in Morocco on the backdrop of the aired news by Al Jazeera about the violent clashes and brutal repression of the Moroccan forces on 7 June, against the protests of Sidi Ifni south of Morocco. ========================== anhri is a legal organization that defends the freedom of opinion and expression of the press and the right to exchange information. Moreover, it works on collecting the publications of nearly 140 Arabic human rights organizations from 18 countries across the Middle East and North Africa, which are published in Arabic and presented in one website.
